I've not had any soap that I'd call "bad" except a Trumper that seemed to dry out too fast. Ones I'd buy again are (and I favor the sandalwood part of the scent spectrum) :
Proraso Sandalwood with Shea Butter
eShave Avocado Oil and Linden (this one had an overly intense scent that mellowed out to normal after a few days sitting unwrapped)
Petal Pusher Fancies Briar Kokum Butter
Yes, you can't go wrong with the Proraso line, Red being my favorite, but each one of the line is actually a distinct, fantastic product.
Had a shave with the oat and aloe, the Proraso White the other day, hadn't used it in months and months, and remembered what a truly awesome soap it is....
Panna Crema, Cade, and PPF. The PC and the PPF are softer soaps which may help with your water. The Cade (L'occitane) is more of a hard soap but the lather of all of these is fantastic. As stated above, the Stirling soaps are very nice. Let us know what you choose.
TOBS Grapefruit gets my vote.
TOBS, to me, seems soft. Its not a hard puck soap, but it excels. And, compared to some of the others, isn't expensive for what it is.

ps-I have experienced that there isn't a direct coorelation to the price of a soap and its quality. Take the Proraso green soap that I own. I would pay twice what I was charged for it.
Barrister and Mann's soaps are supposed to be really good, I plan on getting their lime lavender and ceedarwood scent. Elvado is another name that's pretty good.
I really like bald frog, queen Charlotte, and mystic waters.
CADE and pre de provence are two great veggie soaps....palmolive stick is a nice one (i prefer it grated into a bowl)....i dont think i've ever tried a bad soap....i just like some more than others.
PPF are my goto soaps . I have their cider house , black tea and sandalwood scents.
Mamma bears.was surprised it wasn't mentioned
