Good morning, Marine, and thank you for your (underpaid) service! Some of my favorite creams are the cheap ones. Right now I'm sort of rotating 3:
Godrej Menthol Mist-This has an intoxicating, sweet and spicy scent, a tremendous menthol jolt, and lanolin for an ultra-smooth shave. It may be my favorite cream, about $2 a tube.
Arko Commando-I just love the scent of this, and it gives a great shave. About $4 a tube. These 1st two must usually be purchased on-line unless you have Indian and Turkish shops around.
CO Bigelow (Proraso)-About $5 a tube. I love the menthol/eucalyptus scent, and it gives great shaves. Bath and Body Works at your local mall.
Palmolive Moisturizing Deluxe is another wonderful cheap cream, at just a few bucks a tube.
If you want cheap soap pucks that will last forever, Wally World carries Van der Hagen for maybe $3. It's not glamorous, but definitely gets the job done. And I saw a Williams soap puck at the local grocery for a buck and change, still haven't tried it (it seems to start fights between its detractors and its fan-boys, much like different styles of barbecue do around the Carolinas, where I'm from).

I, too, recommend C.O. Bigelow (Proraso) cream and Van Der Hagen soap. Bath and Body Works has the Bigelow, and Walgreen and Walmart carry the Van Der Hagen. Some Walmarts and Walgreens also carry Williams, which is fine for the money.

I'd say go with Proraso, which is IMHO the best of the so-called "budget" soaps. You may find the menthol gives a nice cool feel on the face out in the deserts of Afghanistan....
My list of budget soaps includes:
Colonel Conk (They offer a variety of scents.)
Edwin Jagger (They offer a variety of scents.)
Erasmic
Tabac
Mitchell's Wool Fat
Proraso
My list of budget creams includes:
Erasmic
Ingram
Palmolive for Men
Proraso
Speick
You can also find some of the above. such as Erasmic and Palmolive for Men and Speick, in "shaving sticks" that are not only economical, but don't take up a lot of space in your shaving kit.
Sometimes the budget soaps aren't as cheap as you think. When you break it down to cost per shave some of the more expensive products might last much longer than the cheaper ones. However if your looking for cheap the usual suspects: Burts bees,Williams,VDH, Surrey, Arko.

Ogallala Bay Rum soaps. Some of my favorites and around 6 bucks for a 4.5oz puck of great soap.
Ogallala Bay Rum > Shaving Soap
Colonel Conk is the only cheep soap I know that is half way decent.
I also like Col. Conk and Ogallala Bay Rum for soaps. For creams I like Speick and Saint Charles Shave cream. You also might want to contact Al (Da Bomb Soaps, look in the Vendor section) here on SRP, I think his prices are pretty reasonable! Thank you for your service, it is much appreciated!!
I see lots of offers pass by that you should check out....
Do visit the post exchange next time you can. I picked up my first
boar brush at a post exchange. You can also use it to clean your weapon
of dust and sand so get two. Mine lasted years....
Right next to it you should find Williams or some other
shave soaps that are inexpensive as heck. Some are pucks
and some are shave sticks and some are shave creams in
a tube. Keep your puck of Williams or other inexpensive shave
soap in a regular plastic soap dish and face lather to minimize
the need for lots of "extra weight and junk" in your kit and locker.
Working as a geologist in Arizona's desert I could find my partner by smell
often half a mile away.... keep an eye out for fragrance free soaps
for day in day out use and save the good smelling products for
a night out on the town. Same with elk in Wyoming.... you can
smell them long before you can see them. i.e. You do not
want to be found by smell or other way by someone with bad
intentions.

I am about to make a trip to pick up some creams on sale. I remember my time as an E3 as well, so pm me with you address and I'll send you a jar of the body shops cream.

+1 on Bigspendur - if you get something you like, it may well last you a year or more. Spread the initial cost over a year and it can still be pretty cheap.
I've been happy using a Palmolive/Mennen shave stick.
My Bodyshop shave cream has lasted over a year.
Depends on what you mean by budget - cheap to buy now or cheap over long run.
