Start with Geo F Trumpers Rose or Violets shaving soap or cream. You can't go wrong with either of these and yes the soap is just as good if not better than the cream :)
Hey Nessmuck ..long time no gab. Good to seeya first off. I have been using good ol Mitchells wool fat for about two years now,followed by a witch hazel splash afterwards. My skin just isn't good with alcohol or anything to forward anymore.The Mitchells is loaded with good lanolin and has good glide to it. A puck last forever also. Just my two bits.:)
Proraso has a sensitive tub (white), not really a cream or soap...kinda in the middle. Great soap that works in any water, I highly recommend it as it's facial lubrication properties are very good.
TOBS Jermyn Street was formulated for sensitive skin and has a modern scent profile. MWF is the king though, only if lanolin is not a problem.
Have you tried Al's Shaving cream? His stuff is formulated with pure EOs and I think you can order unscented from him.
Might aslo check out Palmolive cream and Edwin Jagger creams. They both seem pretty mild.
IMHO if your friend has sensitive skin, try any Unscented cream or soap. Also the sandalwood is very good, it kind of "nourishes" the skin, in that case I would recommend the Proraso Red or the SRD soap.
I would also recommend MWF. However, some people do have a sensitivity to lanolin so it's not ideal for all sensitive skin types. If your friend doesn't have issues with lanolin I say it's all good :)
Sensitive skin varies, so he should heck ingredients etc, but in general, assuming that he isn't *too* sensitive: MWF (unless he's lanolin sensitive), DR Harris Lavender, Valobra, White Proraso (The red has real sandalwood oil in it, which is great, but *IS* an irritant for some people, so I'd hesitate to suggest it, even if it one of my personal favorite creams), TOBS Jermin street or Avocado (not officially sensitive skin, but it is very gentle and nourishing) In terms of budget soaps, the Colonel Conk Bay run is a decent scent, and the synthetic fragrances used in it seem to not irritate ( I can't use most bay rums, but can use that one).
