Both is better. Before I do 20/60. Fabric/leather. Afterward I do 10-20 and 30-50 depending on the time I have and the fun I'm having.
I do both as well. I had heard that you should let the blade "rest" but I worry more about making sure the edge is thoroughly cleaned by stropping on the felt and leather.

I admit I've gone crazy when it comes to stropping...60 linen 40 leather after....20 linen, 100 leather before. Good thing about "before" can be the night before, a day or two before, or sometimes just pick up a few blades that I plan on using for the next few shaves and get them all stropped up ahead of time.
I do 10/60 linen/leather the night before to prep the blade for shaving. Post shave I do 10 on felt after drying the razor to make sure the bevel is dry/crud free for storage.

I don't "know" why, but I am absolutely obsessive in stropping equal amounts on linen/leather. I used to do 50/50 routinely but now sometimes 20/20, 40/40. I always do 20 leather only after rinsing and drying the blade following the shave. I'm convinced that it further clears the edge of any micro gunk that may be in the striations even after rinsing and wiping. So far this procedure has been fool proof so I'm sticking to it.
Im with Jimmy and the others on 20 laps after the shave. I like to select the next morning's razor and do about 40 on leather alone - (I only use linen after honing generally so maybe I'll give this a try). Then I do about 30/40 before lathering and this works well for me.
I do after only to "clean" the blade and ensure it's clean and dry before I put it away. Not so much to do actual stropping.
I do most of my stropping before (the night before).

I strop 30/60 or 60/120 ratios before the shave. After the shave to further clean and dry the razor, I do a 15/15 ratio.

Now; 'Personally' I rinse the razor under running hot water and then apply a drop of Dawn liquid dish soap to each side of the blade and work it in well. Then again rinse under running hot water. I find that this removes the residues that I find with shaving soaps. The reason I don't strop after the shave is the same reason most here do. It does remove residual "gunk" from the razor. The problem is that it puts it on the strop. I clean my razor by "stropping" it a few times on a microfiber towel sprayed with Windex. That cleans the blade without depositing anything on the strop. I'm not against treating my strop, and use lather when I do, but I'm not going to treat it with stuff I'm trying to remove from my razor.
I always do complete stropping post shave. Always natural linen first and then a choice of leather to finish with. With my failing memory I always know my rotation razors are all ready to shave with. I know my regular rotation straights well so number of passes on linen and leather vary with the razor used.
This is one of those do you believe type of things so you'll get umpteen answers.
Personally, I do around 20 laps on linen and 60 on leather. I never strop after.
So to summarise, you should definitely strop immediately before shaving. Whether you strop immediately after shaving as well is up to you, and there are arguments both for and against presented above.

I do a 50 (25 per side) stroke strop before my shave to what I feel is warm up the blade. After my shave I do an 80 (40 per side) stroke strop to clean up the blade before oiling and storing. I've been doing that for years; just something I came up with that works for me.
