I believe they are referring to the meat of the palm along the outside of the hand from the wrist to the pinky finger.

Sweeney Todd, in the 1936 version starring Todd Slaughter, did this after he stropped with the leather. It was his final touch up. He did it along the side of his hand right to the tip of his index finger. You can see him do this in the starting credits and a few times during the movie. I love this version because you know these guys didn't need training, they learned to shave this way and they look so natural around the strop and razor.

Probably not.
Skin stropping was proven ineffective already. I posted an article on it about a year ago. Skin oils are probably good for a razor.
Anyone maintain an edge for a year or several months with skin stropping?
I would think that stropping on dry skin though, has to do a little something, right?
I went to visit my wife's parents over Christmas and of course, I remembered everything but my strop. I ordered an illinois 827 the day I got there, hoping it would arrive in a few days.
Of course, it actually arrived the day before we left, meaning I spent 9 days stropping on the inside of my forearm. Scary! I certainly slowed down my stropping!
