I had a friend told me that he was stroping with a leather belt. Why is it better to strop with a dedicated strop rather than the belt as he was doing?

Have you tried holding your pants up with a strop? :D A belt is made for one thing and the strop is made for the other. If he can get a usable edge with his belt, more power to him!
The smoother the surface of your strop, the better it will work for you. Belts and other implements like leather chaps and such can vary wildly in smoothness. It can be done, but it's best to have a great strop.

A brand new cordovan belt would probably work great. The trouble is most belts warp over time from the belt loops and so on.
I've been known to strop with a pretty smooth belt that had its clasp break after a week of use with the leather set on a flat piece of marble... not that I'm not saving for a Tony Miller tri strop...
When I strops with my belt my pants fall down.
Maybe the reference was intended to be "try" strop as in Tony's apprentice strops for trying to perfect one's stropping technique before getting one of his top shelf varieties and whacking it to enthusiastic ribbons.
