I massacred my first practice strop. It has gashes and slices up and down its face. Would it be possible to give it a new life as a pasted strop? In other words, with a good sanding will the remaining uneveness matter as much once pasted?

You can repair cuts in the leather with rubber cement. Sandpaper or a pumice stone will take care of small cuts along the edge and smooth down the bumps. Take a look at this wiki.

If it has high spots after the sanding, paste the high spots so the razor will be sure to hit the paste.
