I don't know but I've wondered as well.
Just for the record, the chrome oxide powder, like that from HandAmerican, can be mixed with rubbing alcohol and sprayed onto surfaces from a small spray bottle. This gives a perfect distribution as light or as heavy as you want. It works well as long as the substrate is not damaged by alcohol. I have not tried this on felt, but it worked ok on canvas and on brushed leather.
I like the diamond spray on felt the best. It is tough to use the hard crayon type paste on it, but it can be done. It does however, work really well with the softer chromium oxide pastes.
I get best results with the hard chromium oxide paste and even the Yellowstone (cerium) off the poly webbing.

I shave the hard crayon CrOx and solubilize the shavings, into alcohol...then paint it onto my hard felt with a sponge brush...works well for me. Make sure its not too liquidy, but more paste-like.
