Its actually pretty simple. All you do is hold the sprayer about 8" away from the strop and give it a good coating of diamond spray. Just like spraying a shirt you are about to iron with water.
Dont saturate the material though, less is better. The best way to describe it is that the strop will feel very slightly damp to the touch after you have sprayed it, thats all you need.
Then leave it 24 hours to dry and then repeat with another coat of spray. Leave this to dry again and then it will be ready to use.
Simples! :)

A 24 hour wait peroid is not needed, the spray will dry in a matter of minutes and will be ready for use. When the strop does dry use your fingers and work the compound into the strop. I use a average of 1 spray for every 4 inches of length on a 3 inch wide strop. Start with one coat before going to a second coat as it can sometimes be too much.
Sorry not up with all the terms yet so I'm not sure how to answer your last question.The method I described is for a leather strop, I do not do the same for felt. Felt is not something you should be using as a finishing step anyways its a de-burring tool.
Excuse my ignorance, but are we actually talking about razors? I am wondering, because Lynn has tested this method on hundreds of razors, and when he says it works, I feel strongly inclined to believe him. NB I have been using a diamond sprayed felt strop for a couple of months now, and the results were excellent.
No matter if we are talking about a razor or a knife all edges are created the same way...through abrasion.FYI, I use all HA compounds an leathers and have used them for many years.

uhm we are talking about applying compound on a strop for the purpose of honing straight razor, not knife. You have absolutely no evidence about the transferability from the area you have experience with to the area you are giving advice about.
An edge that is perfectly good for a knife can be absolutely terrible for shaving.
Just for everyone reading this, In my opinion it really would be a bad idea to rub in diamond spray on felt for exactly the reason I posted...
Always keep in mind razors are very, very different from every other type of sharpening...

I sprayed my felt with about 10-15 squirts pr felt.
Firs I held it to close and the spray made little puddles on the felt, I wipped off with tissue and applied spray againg longer away from the felt.
The small drops that gathered I evened out with my fingers.
After about 1 hour there were dry, and I repeated the process.
I get a slight trace of dust on my fingers or razor, when i rub them easy on the felt.
I think there are good now?
Oh yeah I think yer good alright, just for reference I do about 4 sprays seems to be more than enough,,,, You should still be ok. just let it dry first before use...
