You dont have to all you need to use is your palm
Most go with just palm rubbing,
this has worked on all of mine,
even a relatively stiff strop I bought came around in about a week with daily palm rubbing (I actually use my forearm a good part of the time)
So no it does not "need" it.
It can help bring back a dry strop and can change the draw on one as well.
Neatsfoot oil is commonly recommended,
some leather conditioners have chemicals added to them
so if I were planning on using something I would do a bit of research on the specific product.

The old palm oil trick doesn't work for me mostly because with advancing age the oil just ain't there anymore and I live in single digit humidity territory. I use the neatsfoot applied very sparingly a couple times a year. Bick leather conditioner is a pretty good product I've used over the years too.
