Problem with pasted strops is that a nice medium on a nice strop can be a good thing. However, it is darn near impossible to have someone follow directions on how and when to use them and when it may not work anymore and it's time for a rehone.
In fact, frequent need to rehone is due in many instances, to overuse of pasted strops, FMO. Also, it is darn near impossible to convince someone that it is not a substitute for a hone. All seem to have a 'More is better' attitude, regardless of instruction.
Lack of proper stropping on fabric, leather will send the newer guys to the paste. THEN, they get busy! Too late!
