Can you explain to me the difference with the secondary strop material; webbing, linen, cloth and rough side leather?
Do these all serve the same purpose with different feels or should they be used in combination such as webbing, rough leather and finish on smooth leather.
I see references to all the materials but being new I just don't know the difference.

Most S.R. shavers consider linen as the preminum secondary stropping material. Your high-end strops will usually have "shell Horse Hide" As the Primary Leather Stropping Material, Linen will be the Secondary Strop behind the leather. Some strop manufactures make the secondary strop from cotton or a webbing material. Webbing is much like the seat belt material in your automobile
Cow Hide, Horse Hide, And Shell strops all display various degrees of draw, draw is measured as the amount of resistance encountered as you move your razor up and down the stropping surface. "Shell Strops have the least amount of resistance". Strops are like straight razors, what one person likes may not suit the next individual.
Your secondary strop is designed to be more abrasive. Usually after a shave strop you razor a minimum of twenty laps on the secondary stropping material and forty on the leather.

Or do it before The shave.. as long as its done before you start to shave it will help preserve the shaving edge if your technique is good
