I've noticed in the videos I've watched on stropping, that some people lift the razor off the strop when the roll it, and some leave the spine down on the strop when they roll. What is the proper technique?
To be honest, Whatever works best for you is the "proper" technique
however, the STANDARD technique is leading with the spine, blade trailing, down the length of the strop, then flipping it over in the direction of the stroke, on the spine, reversing direction, and repeat.

Like that... Generally, you're supposed to try to always keep the razor in contact with the strop, and, in every case, always roll on the spine... even if you don't rotate on the strop, it's still best to roll over the spine, just in case.
EDIT: This might be a bit of a plug, but here's three videos of me stropping... That's the amount of deflection/pressure I like, and that's how I keep the spine during stropping... I think the Bridle video shows it best, but I'm not sure
