Good question, something I've been wanting to know too. A lot of guys paste their wool strops with diamond paste, haven't heard anything about Cro-ox pasted wool. I have an unpasted wool strop and love it.
I am currently looking for a piece of wool strop material 2 1/2" - 3"x12" to paste with Cro-ox for a paddle strop. Personally, I don't believe in pasting hanging strops. If you are going to paste something IMHO it should be done on something that is going to lay flat, not hanging where there is a chance of rounding the edge if the strop is not held taut, good way to ruin a good edge and makes for a terrible shave.
This is the best way to apply Cro-ox to felt pads that I have seen.
Just be sure to spray lightly. You can always go back and spray more later.

I put some on a balsa hone this way and it worked great.
You would be suprised how much Cro-ox comes in a 1.5 oz jar. Enough to last me a lifetime no doubt.

I have used felt paddle strops with CrOx; they work very nicely. I used a CrOx crayon to very lightly coat the felt, then dusted very lightly with CrOx powder; after 'drying', slap the felt to remove excess CrOx.

I use crox on a balsa strop that is pasted to a wooden block. And it works great,in fact i just refreshened some of my razors yesterday with it. I picked it up from this site. Straight Razor Honing, Custom Scales, Hard Balsa Strops
I have tried the diamond spray and deceided to try cro-ox. What I like about the cro-ox is there is less of a chance of swelling the felt which can occur with the spray if it is put on too thick. The felt will feel abrasive when rubbed. I use only a few laps to see some result with very light pressure. I like cro-ox on leather, but that is just me, I can feel the drag and it seems to be sharper. It may be that I have not gain enough experence yet.
To answer your question, yes you can use felt and cro-ox.

I have always had the best results when using either Chromium Oxide, diamond pastes and diamond sprays on the felt, followed by a linen or cotton and then leather (no sprays on leather for me). I have found these materials have a natural give that I have never gotten with Balsa. Some folks have used it with satisfactory results but it is something I normally do not recommend.
