The usual routine is to use the rough side first and then the smooth side. Here is a PDF tutorial on honing and stropping from the SRP Wiki help files that would be a good read to help in learning to strop correctly.
So, first on rough brighter side, and then on smooth brighter side, is that right!? What about linen (rought black side)? Did I use him before stropping?
The recommended method is linen first and leather second. If the strop has a rough and a smooth leather I would use rough first and smooth afterwards. Of course you can always experiment and see if you get better results between one way or another. From your photos I cannot tell if what you have is linen/leather or leather/leather ?

looks like you got a vinyl and leather strop
i would probably use the fabric side of the vinyl and then the leather
(if it feels reasonably smooth)
nothing wrong with using both sides of the vinyl,
fabric-leather or rough-smooth
