I have mine @ middle of the hip height. IMHO the strop hanging point is a matter of personal preference and does not really affect the stropping result as long as the stropping is done correctly.
The only place I can really find to hang my strop is a hook that hangs high. This is what I have become used to but just because of the lack of alternatives.
I prefer a flat-ish plane where I can let gravity do the job both ways & keep shoulders relaxed. I just direct traffic.
Just below my navel height works for me.
I just hang mine wherever there is a reasonably convenient anchor, so the height varies, but I guess I prefer it near to horizontal, between chest and waist high
I keep mine at about armpit height. I tried hanging it lower but I just couldn't get a comfotable stopping motion going.

It is also to one's preference. I would never want the strop hanging above shoulder height, the reason being that in the unlikely event of a mishap, I would not want the razor going anywhere near my neck or face.
So to answer you question further, the strop would be high to low, neither vertically nor horizontally, but diagonally hanging when being stropped upon....except when I'm using one of my paddles!
I strop from shoulder height although I would probably choose a little lower if I could. I hang my strops high so my 4 yo doesn't get hold of them. :)
Mine hangs about the middle of my chest. It's a pretty comfy height to strop from for me. I was travelling this past week and the only anchor I had was at hip height or neck height so I went with hi height for safety reasons. I put a few more love bites on my strop.
