The heavy felt strop material on my strop has a few raised spots. I am guessing that is from a few water drops that have swelled the material. Anyone know how to cure that and will using it with those little bumps damage the edge?

Usually those spots which normally come with either water as you mention or too much spray will go away with use and do not damage the edge when stropping.

It's the nature of the material, I'm afraid - it is heavily compacted and any moisture will make it lose that compactness. Over-enthusiastic spraying with water-based sprays like some diamond sprays often makes it undulate up and down.
All is not lost though - use a steam iron to iron it all over to get an equally distributed moisture on it, then turn the steam off and hot iron it flat. Works a treat!

Thank you both. It must have been water drops as I did not treat the felt with any sprays. The felt reminds me of the old wool felts we used on the Kraft paper machines way back.
