Looks like a double straight razor. I've seen a few, but never owned one. Multi-tool of the straight razors.

Did you notice that barber recommends 2 passes only: one with and one against the grain?

I found it as I was looking for the French Razor Club to post a picture or two... anyway. The reason why I brought this up is because, I am not going to translate the whole thing, but Alain, who seems to know his trade, recommends to shave before breakfast!
This sounds to me like another superstition which might be true in theory, but really meaningless in real life, but he says that chewing rushes blood to your face, which is a cause for irritations. I don't how much it impacts your shave, and I know my schedule is to the minute, in the morning and there's no way I can shave before breakfast, but I thought that's worth being heard. He also says no alcoholic after-shave, which I had figured out, for myself at least.
By the way, the laws on hygiene are the same in France as in the vast majority of the States here. If I had to take a guess, the dude he's shaving might have bought the razor, and left it there, in a personal locker, and leaves it for Alain to take care of, and use on himself.
