Listen to Glen and buy it already Milled.All I buy are large turning blanks on the bay.
I ordered mine from dick.biz, which is in Germany. They have what they call second grade ebony for €15 that will make me 12 pairs of scales. I don't know why it's called second grade, perhaps because there's a small blonde spot, which I will definitely include in one of the scales I make.

The links are all good places from what I've experienced. There are probably a ton more reputable dealers as well. The key is to get them cut to the proper thickness unless you're prepared to do it yourself. And stay away from pen blanks unless you're really careful - a 5" pen blank makes for a good pen blank - not a razor scale normally.
The main thing to consider,The links that Glen gave above,thats all Dry wood,dead flat wood,stable wood, the proper thickness.
Cutting slabs from thick stock,clamping in place, cureing the wood for mos.Is not an easy thing to do.
Ebony can be a finiky wood,from Bell you will get perfect material, ready to roll.
