Maybe..
From that pic that is the best answer I can give

Here is a thread about it but if you are new, then simply put, you shouldn't be trying it
Maybe? ...it will be AT LEAST that much smaller of a blade. Unless it cracks more... Then it could be a loss.
Someone that has done this before might give it a shot.
Looks like a full hollow ground, so as Chevhead wrote, it may crack. And I'd echo what Glen says - definitely maybe - but you don't want to try it yourself unless you're willing to lose the blade (full hollows can be very fragile).
Looks like the chip is a little closer to the heel (can't tell though from the picture) so with a little luck in the hands of a good honemeister he may be able to make it useable - but the blade width is going to be reduced to at LEAST the depth of the chip. It's near the middle so you'll possibly lose more metal than if it were at the toe or heel. I'd envision it coming out a bit like an old frame back that's been ground down to about 2/8" near the heel and a bit over 4/8" at the tip.
Bottom line is that if you're lucky the best outcome is you'll just wind up with a thinner blade. Worst case is the blade cracks and you have some scales.
thanks for the advise. turns out there is a thin crack above the chip. i'm going to keep it as is and get myself another razor. maybe a newer one to shave with for now
