I bought two pairs of bone scales from eBay for $21.95, for the exact reason you mention. Have some interesting, but not fantastic razors that I've wanted to scale, so looked and found the bone scales that came with a wedge and everything.
They are quite nice btw.

This are actually pretty nice. I would think you'd have to be extra careful when drilling holes not to crack it:cry:
Here's a great video from Lewis Razors on making scales with minimum hand tools. You can buy stock standard scales from Ebay, but scales really need to be custom fitted to look correctly proportioned. Pictures would be good

You could also look around for junk razors in workable scales. If they are cheap enough, you wouldn't even have to feel bad about scavenging the scales and junking the blade (or putting it away to experiment on later).
Check out the Lewis video mentioned above. He's a great teacher, and the video really does show how to do it with about $20 worth of tools. I'm on my fourth or fifth set of scales after watching--and watching and watching--how he does it. Pretty easy! Although my finished products aren't quite at his level.
There are a few places that sell premade, ready to assemble scales. These two come to mind.

No guarantee the prefab scales would fit your razor if it's an older wedge/rattler/frameback type. The more modern razors that fit the 5-6/8" x 3" blade geometry are a pretty sure bet.
