Horn scales.
Looks like they are delaminating or something.
Just made these from blanks I have.
Made others with blanks I bought from the same source.
Center two scales.

I am with you that something look off. I have had a little lift on edges from being too aggressive with the scroll saw, but that is not on the edge. I makes me think it has had an impact and the it the result. I am totally guessing at that as well. Are they thirsty?
They could be thirsty...
Maybe I'll let them drink a bit.

They need a drink is my guess as well. Between rain it has been very dry here and I had to wax some wood knife inlays to keep them from splitting on me.
Other than possibly thirsty, did you get them too hot on the buffer?
Very occasionally when I've taped sides together for drilling and shaping etc., I've had some of the grain lift and peel off when separating them - so it's not so different to what you appear to be showing. Horn does need to be aged before being used - I wonder if sometimes suppliers try and speed this up - with unintended consequences.
