What is it? How do I get rid of it? How do I keep it from happening again? Am I the worst ever?

Flitz and a qtip. Stay away from the edge.
Flitz is a metal polish. If it's on the edge then you can carefully try to clean it off, but I'd guess that you would need to take a touch of steel off to get a clean shaving edge. And that means to put it on a touch-up/finishing stone. Then if you are not going to use the razor for a while, a bit of oil on the blade should keep that from happening. After you make sure its fully dry.
JMHO.
So I now have a secondrazor effected. I stropped and shaved per normal there was no sign of this. Then after cleaning up it was in the edge of this razor too. We have very hard water could it be this? I know for certain it was not there before the shave.
It’s a water stain. They come from either not being full dry when being put away or stored where there is too much humidity. It’s hard to clean that up without messing up the edge and you may get it with careful use of metal polish. 0000 steel wool and polish can get all kinds of old gunk off of a blade but I have never gone that far without messing up the edge. Also by messed up, I do mean just messing up the honing. They come back on the hone super fast.
Having just encountered a case of celluloid rot on a razor I have to ask if you have celluloid scales on either of those razors.
Good news if i isn’t cel rot.
Here’s a pic of mine

So that "rust" did that amount of damage to the blade ? the chip...half circle?
All of my razors were stored in the basement for a long time. I actually thought they were gone, and then walla! they appeared in the bottom of box. I was overjoyed to find them, but dismayed when I opened the blades. All of mine are in pretty bad shape.
When I am done shaving I will wipe the blade dry and let it sit open while I finish up rinsing my face or whatever else I need to do. Once all that is done I give it a few laps on a linen strop to make sure that the edge is dry and there isn't any soap, skin or whatever particles left on the edge. It seems to help in making sure that the razor is dry before putting them away. I would also check and make sure that there isn't any soap or water inside of the scales after using. A few times I would come back to a razor and notice that I had some soap residue inside of the scales when I shaved in a rush and got messy.
No, the chip was caused by something the previous owner did. I found the razor at an antique dealer.
The black stuff along the edge is the result of the celluloid rot of the scales. Fortunately, I caught it early enough that the blade seems to be relatively easy to clean up. I will trash the scales to make sure it doesn’t happen again.
Can’t say for sure. Can you post some pics of your razors’ scales? I didn’t know mine were celluloid until some of the experienced mentors and senior members on SRP looked at my photos and identified the scale material.
If they aren’t celluloid, it might just be rust or tarnish due to moisture. There are members here who know much more than I about this.

So whadda ya think ?
Looks very much like it could be celluloid rot.
If it is just tarnish, metal polish like MAAS or Autosol can remove most ofit.
Cudarunner suggested to me to put each razor in a separate ziplock for several days after cleaning them up. If it comes back, it is celluloid rot.
I suggest you post the picks to a new thread asking if it is cel rot. That way you are likely to get better advice and more informed suggestions than I can provide.
Good luck.
Thank you for the advice :)
Good advice. I cleaned up a razor some and kept it dry. When I got it out a week or two later I noticed rust popping up again on one side of the blade. The scale on the rusty side was also discolored so I shouldn't have been surprised.
A man gave me a box of razors that we're all in horrible shape because one or more started gassing off and caused the others to rust. It was a carbon steel massacre.
This has been a good lesson for me, because all this time I thought when men were talking about celluloid rot, it was something happening to the celluloid "scales"....not the blade.
It’s actually both. The problem is that the scales might be off-gassing even though they don’t look too bad - maybe some brownish areas. The damage to the blades might be more extensive than the observable damage to the scales themselves. And the off-gassing can cause damage to begin in other razors stored in the same box or drawer. That’s why it’s important to quarantine the known affected razors before they can spread the rot to other razors in your collection.
This has turned into a very interesting base for identifying and handling issues thanks guys for the imput to fix our issues.
Ok so here we don’t have any of the polish brands recommended. Is there a particular chemical make up, thing to avoid, or indicator it’s ok to look for when picking a metal polish?
