No. Don’t do that.
Gold is very thin and fragile, the best thing for cleaning Gold wash is Alcohol, start with 50% solution and work up to 91% on a clean Qtip.
You can buy denser Qtips for makeup, (I get them from Daiso or the Dollar store). Go easy on the pressure, Gold is very thin any abrasive even polish, will wipe it out.
On a lot of Gold, I just remove it and polish. Alcohol will brighten up Gold. Plated Gillette’s will pop when rinsed in Alcohol, 70% to work best for me.
Are you sure it’s rust? I’m not seeing any rust anyplace else.
Fine oil on a paper towel or as said above, alcohol, will clean it well. Quips are more gentle and safe than paper towel. Any more aggressive and the gold will be removed quite easily. A good cleaning may be all it needs.
Not much to be done.
I use WD-40 on q-tips, cleans as much as possible, any abrasive substance and the gold is gone.

Yeah it's rust. There is plenty of it on the spine and it's also spotted on the other side.
On areas away from the etch, cutting it off with a single edge razor blade, works wonders
