My first suspicion is a bent hinge pin. I think I would start there.
Are they original scales?
Take a picture from the top with the razor open and one from the bottom.
It looks like the scale on the back side may be warped. First make sure the scales are not warped before you start moving the pin. If they are, straighten the scales first.
Scales with inlay on the front sometimes will shrink more on the rear scale than the front.
Also, the front with the inlay will sometimes bulge out.
If the rear scale has shrunk more than the front, the blade would be hitting the front scale. Not the back.
I cannot see any bulging of the front scale with the inlay, so I concur with RezDog.
Of course you have it in-hand and can judge warpage, etc better than we can.
Possibly someone tried to tighten the pivot and bent the pin?
I removed the pivot pin and it appeared straight, the middle pin was very crooked. I reassembled the razor using micro fasteners, very small nuts and bolts. The blade position appeared unchanged. Here is a picture of the scales, they aren't perfect but are they warped enough to throw the blade out of alignment? Could it be the blade?

Put a length of rod through the pivot holes and then hold it up pivot end up. Take us a picture?
Look. Anticipating...
It looks like I need a scale stretcher.

Take the pic again with the scales straight up and down. Straight-on
:popcorn::popcorn::popcorn::popcorn: having the same problem.
If the length of rod is slanted, Use a pin-vise with a 1/16 drill bit to saw and twirl 'til you get a straight result.
Go a little more.

Mock it up with your blade and nutsy-bolsies. You should be able to shove it over to tighten the pivot.
I often use popsicle sticks in between the scales and pushing on the blade with the blade open to peen.
Works a treat. Mock up and perfect. Run a bit through the middle pin. Sort that the same way before sorting the pivot again!
Sometimes life gets in the way of my hobbies. Finally got the razor back together. The blade does not hit the scales but comes very close. I may have to take it apart and try again down the road. Its hard to mock up the Duck razors cause the wedge is so thin.Attachment 333323
Thanks to everyone that responded. I learned some things about aligning scales that will serve me in the future. Again Thanks
A poor man's fix, as i like to call it . Could be to add an extra internal washer (spacer) one side or the other..
