Just trace the blade into a piece of paper. Then draw your own scale design to fit the blade.
Then u can cut that out and glue it to a wooden paint stick, and cut your pattern out.

Basically the way I do it except I glue the paper to the scale material. I like your way if you plan to make more of the same scales.
Print the pdf at 1:1 on letter size paper.

Hey Joe. How's it been? Been a little while. I remembered you or somebody posted that once before when this question came up.
I've been doing good, retired now.
It's a good resource. I've imported the pdf into autocad and traced out each scale. Now I can scan a blade, trace it and try each one for best fit, rotating around the pivot hole to check the width at the shank, how deep the blade should sit and optimal wedge placement.
I usually print a page with 4 views, one for the template and the others as references.
