I think traveller ( aka Gary ) sells the scales that he makes. You might PM him.
I have never seen a commercial source for razor scales other than Classic Shaving. I would guess one of the reasons is that 1) there's insufficient demand to make a product line of it, and 2)different blades requires different size/shaped scales.
So, most people make their own. If wood is your material of choice, it's not difficult... many members use only a coping saw and a hand drill... of course it would be nice to have a scroll saw, a drill press, and a 1" belt sander ;). You'll also need a selection of fine sandpapers and whatever you decide to use for a paint/sealer (eg, tung oil, CA, etc.).
Many members restore razors for a fee and/or will make you a set of scales... try posting a WTB (want to buy) in the Buy/Sell forum... I'm sure someone will contact you.
I recall one member buying a Zeepk with a handle he liked, and he threw out the blade. I can't remember who.
I was a little punchy when I wrote my response. The challenge with making them yourself is the first ones are definitely going to blow your budget of 11$ unless you use scraps for rescaling a wapi.

Except for pins buying a Zeepk of the right size seems extremely cost effective. Still I'm certain the shipping of the 5$ razor will be higher than the razor so I'm guessing an 11$ budget brings us back to wood scraps.

Making them myself seems like the best option so far. My only concern with wood scales would be water resistance. I usually use plain tung oil on my projects, would a few coats of this keep the scales in good shape for a few years of being rinsed every day?
Tung oil or CA (aka super glue) will work fine. Oily woods (eg, desert ironwood) don't necessarily need anything. And honestly, I almost never get my scales wet... in fact, I try to avoid getting water/lather anywhere near the hinge pins, too... and if I do I blow dry with a hair dryer. YMMV

They are certainly nothing to write home about but if you are rescaling a wapi they are much more pleasant to use than the steel scales....
Basswood, some stain and some teak oil with machine screws so you can attach them with little effort. plus or minus figuring out how to tighten the little bolts. I have wrenches but that I bought from microfasteners but that would be more than 11$. :)

After looking at it some more, I just don't think it would look right to me with wood scales. I think I would like to restore it to its original condition. I'm worried that the DOVO scales from CS might be too small. :shrug:
I hate to say it, but that razor deserves a nice set of scales...
you got a great deal on it, and a nice set of custom scales can be anything you want it to be... I really don't think it would "look funny"

To answer your original post, you won't find anything cheaper than $11 scales. To put $11 scales on this blade would be a shame. The $25 and up scales at CS most likely will fit your blade. If you want more variety, but don't want wood, there are those who can do horn, bone and other exotic materials, but it will cost many times $11. For about what the more expensive CS Dovo scales will cost, Traveller can do you some acrylic scales in a variety of colors and designs.
I commissioned a set of walnut scales from a member here so you all can sleep well tonight.
