I don't know if they have a special name.
They are just called 'polijst middel voor staal om op een polijst wiel te gebruiken' and I buy them at the 'legerstock' where my parents live.
The shop owners will probably also don't know that it is chromium oxide. They just know that it is green :shrug:
they should have them at most decent hardware shops where professionals go.
hubo and gamma will most likely not carry them. For that matter, they don't carry much quality items at all. they cater for the sunday afternoon DIY joe with 2 left hands who would not spend the money to buy real power tools.
Can't find it here either. Thru eBay $ 15 to $ 25 (shipping only) is not uncommon to The Netherlands. Like you said INSANE:rant:
I finally found some! The Walgreen's close to my office had three tubes. I picked up two...you know, just in case. :)
I like to use MAAS as my first polishing compound, then I move
to white and green jeweler's rouge. Really shines up nicely.

If anyone is still having trouble in the US. Ace hardware has both ( and aalternatives I am not familiar with) with free "ship to store"
A guy named professorchaos :tu at B&B talked about Turtle Wax premium rubbing compound and he also posted pictures so I bought some and it works wonders with a Dremel. He sanded up to 600 grit and the Turtle wax took him to a mirror finish. I tried it and other than grind marks that were from a low grit paper I was left amazed. Just for kicks I tried it with a rag and gave a rusty razor a hand rub and it works like Maas, except $5 will last you a LONG time.

A word of advice, the basic rubbing compound from Turtle wax isn't that impressive. I bought some of that by accident after reading the threads here and on B&B. It works ok, but it's not aggressive enough to take out sanding marks.
I would rank it as more aggressive than Brasso, but not by much,
