Okay, I have a feeling I am going to get it here guys, so fire away.
I bought a cheap set of replacement scales from CS, you know the Theirs . . . whatever. There were no instructions in the packaging and the washers looked out of place on the outside. SOOoooo, . . . . I put the washers on the inside. The damn blade now swings free like a hyperactive child on a tire swing in June!

Um, yes, but it's not too bad. You can get 1/16" brass rod at many hardware stores. Chalk it up as a learning experience. I can see how it seemed like the right way to do it. BTW, many of us use washers both inside and outside the scales.
If you can't find the brass rod anywhere near you I'll send you some (and a couple of extra washers ;)) if you either let me know by Sat. morning, or I could send it in a week or so. Just PM me if you need it.
I recently did the same thing. I took it apart and found that the washers weren't perfectly flat. So I tried to flatten them on my jewelers anvil. When I put it all back together it still had the same problem.
In the end I took it apart once again and re-pinned it without the washers. This time it worked perfectly.
I also bought some new scales from the invisiable edge. They didn't seem to have any problem when I included the washers.
But I think I have stuffed something up worse than you. At the same time as I was repinning I glued on a mettle decal which I had removed from the broken scales I was replacing. Then once the glue was almost dry I realised I had glued the decal to the wrong scale. I guess this razor is just going to have to be unique.
Possibly the pin wasn't tight enough but washers on the inside are pretty useful
when the scales are very hard, so they won't bend
and when you have a blade that is less wide on the tang than it is on the spine.
