I've noticed that after pinning new scales on my razors that after the honing process they need to have the pins tapped a bit to tighten things up. Is this normal?

Yes it happens.
While honing… depending on how you hold the razor you may inadvertently put lateral stress on the joint (pivot) especially if you use pressure such as during the bevel setting stage… you may want to shift the position of your fingers more on the tang and less on the scales (or use a finger from the free hand during bevel setting).
Also after pining new scales or original scales that were worked (sanded in the pivot area) the softer material will tend to “settle” in the new position… so there may be slight loosening of the pivot after some time.
But no worries, a few light taps around the pin head and she should be nice and tight again for a long time.

The only thing I would add is that if the scales loosen a lot, you may actually have a bent pin, in which case you'd need to replace the pin altogether.
Chances are though, it's just a matter of settling, and possibly the peen settling into the washer a little more as well.

I don't know, but yeah they loosen, and it depends on the scale material too...
