well, there are some small ones (not tested by members as far as I know) that you can find on amazon, but be ready to buy a bunch of wheels polishing compounds and such.
To be effective the buffer needs to have adequate torque(which I am not sure comes in small buffer size) to be able to apply compound on the wheels, and not slow down when the blade contacts the wheel.
Restoring blades is not a portable job really.
This one looks good, but far too big imo for a razor blade which is relatively small.

I've got that buffer and it's not portable...
Most of your smaller buffers are going to be high speed...this is bad for polishing. I picked one up off the bay that has a reostat & is rated in watts, not horsepower. Personally, I think it was a waste of money due to lack of torque...but that did help me to keep the heat down on my projects. I have wasted soooo much money on trying to go cheap, would have been better off getting the good stuff first off...
