Do you mean on the wheel or in the tube?
If on the wheel, I pretty much figure that to be normal, and a good thing.
If in the tube, I keep mine cool in the basement wrapped in plastic in a sealed container with water in the bottom to keep them humidified. This keeps the tubes soft.
I'm assuming you mean in the tubes?
I just take snack sized zip-lock bags and rubberband them over the open ends of the tubes when they aren't being used. I've only been using greaseless for about 5 months, but so far the compound has stayed in good condition in the tubes by rubber-banding those bags over them. OTOH, my basement, where my shop is, stays fairly humid in the summertime. It's possible that in a drier environment the bags over the tubes may not work as well.
IIRC, someone added some water to theirs and sealed it up to rejuvenate it when it was getting dried out.
