I need some advice on these fancy pins

I bought these fancy pins and washers from ebay and when they arrived I realized I don't actually know how to put them together. I have a bit of an idea but I want to check with people who know more than me before I make a horrible mess.

I think I need to use the two smaller washers (on the right of my picture) to secure the pin in place. I'm thinking these perform the function of maintaining the tension between the scales.

Then I think I need to put the fancy washers over the top of the smaller functional washers and peen the pin over the top of these.

This seems logical to me, but one thing that concerns me is that the fancy washers would prevent the pin from being tightened in the future.

Has anyone used these before? Can anyone give me any pointers?

I also have these fancy brass decorative bits that came with the packet of pins and fancy washers.

When I first opened the packet I thought the larger piece would go on the outside of a scale and the smaller piece would perform the function of a washer holding the pins on the inside of the washer. But then I noticed there are four pins, and the other piece looks too fancy to be hidden on the inside of a scale.

Anyone ever used something like this? Any advice for me?

I would tend to believe that the fancy parts/badges were intended to be placed individually upon the outside of the show side scale using the nails/pins as rivets.

Either the back of the part or the scale would need to be reshaped to have the badge flush to the surface of the scale.They would be done the same way as a pin but before assembly of the razor. It would be best to countersink the back of the scale, pin carefully and file the pin flush afterward.

The parts could be , and often were inset into the scale before assembly. A few of the older razors I have pulled down had the ends of the fancy pieces lengthened into a pin at each end. That made the part a "staple" through the scale.
