orange peel look

I have found that some polishes leave a orange peel look on some carbon steel blades and i'm hoping someone can tell something about it,i have used mothers and dursol shine and both work great getting those last marks out and giving mirror shine but some blades end up with an orange peel look,not all blades get it but it seems the higher the carbon content the more it does it,some blades it happens quite quickly and getting those last little marks out does it,others the marks are gone and it needs just that little more and it happens,why does it do it and is there a way to get rid of it and prevent it happening,should i just make my own polishing paste out of chromium oxide and a finishing rouge with iron oxide,any ideas would be great
