I have a nice Sears & Roebuck razor that has a couple issues.
1) the blade is misaligned and is hitting the celluloid handles
2) Due to #1 the blade has a small chip right at the end of the toe
How do I fix #1?
Is the chip fixable? What do i do?

I'm no expert in blade repairs but I'm guessing the toe could be muted a bit to hide that chip or possibly just take a little off the end of the blade. As for the alignment issues, there are quite a bit of info in the wiki for that.
now that I read back what I wrote I realize I really wasn't much help at all.

Pictures aren't that great. The chip doesn't look bad, but I would really like to see the whole blade in profile. The scales look warped. Might be able to fix them with gssixguns hot water method.

Looks to me like warped scales, but nudging the blade over to the other side a bit may make it center even if you leave the scales as is. For the chip, I would opt to round the toe out, as that will lead to the least metal removal (of methods I can think of).
Something is mis-algined...
Look at the razor hold it out in front of yer nose look directly at the end of the tail, is one scale higher then the other ???
You have a small problem with tapping the pins in because the wedge end is glued, so you can only move the razor from the pivot..
The way the razor is sitting you need to work the backside pin to pull it to that side.. You can also work the front side pin to move it in reverse, but the strikes are much harder to do for a reverse directional move...
If the scale are warped just a quick dip and a slight twist while holding the scale will fix them...
Warning::: I make this sound very easy because I have done it so many times on to many razors to count, it isn't that easy, so take your time and think small gentle adjustments ....
