Today I I have been toying with my new Dremel. I have 2 questions.
1st: it came with a red polishing compound that I applied to a felt tip thingy that came with the Dremel. It didn't stick very well. What can I use to "glue" it to the felt tip!
2nd: especially at lower rpm it does not run entirely smoothly. Anything to worry about?
Try some WD 40 than the compound,will help load it up,As far as not running smooth,no help.
Do not use dremels,IMO they cause more damage than good.
That polishing "rouge" is hard to get on the hard felt. I've found that the cotton buffs and soft white felt buffs are the best to use with the rouge. Also, until you get a bit of a groove in the compound, it tends to flake all over the place. At room temp it works pretty well, cool it tends to flake like pie crust.
As for your RPM. Did you run the unit at high speed for two or three minutes first? That helps break it in. It could also be the current. Try plugging it into a surge protector and using it again. I had a scroll saw once that didn't run properly unless the current was clean. Ultimately it ended up catching on fire, so I didn't have to worry about that for too long.

If you have the EZ-Lock system for the Dremel, the Abrasive Brushes work really well: Dremel EZ471SA EZ Lock Abrasive Brushes Abrasive Brushes for Metal
They are very easy on the metal, don't leave deep scratches, but still are able to remove a lot of junk. Great for getting into the crevice of the stabilizer.
I agree with that; I just used the abrasive brushes on a blade and they worked great. They won't polish, and the blade looks frosted off the highest grit. A quick follow up with a cloth buffer with rouge and then mother's solved that really quick.
