It could probably be rounded off without too much of an issue. If you're up to trying it yourself, it would be a good learning experience. However, if you want to get it back in shaving condition, I'd send it out to someone who knows what they're doing. I did something similar to a razor of mine a few months ago, and I eventually fixed it myself. However, that chip wasn't anywhere near the size that yours is.
I'm so mad at my self all I did was put a towel up and I heard it hit and I cringed

WOW, so sorry to see that. Good luck getting it fixed, that's heartbreaking...
I was putting a set of scales onto mine when the whole thing fell apart and it fell to the floor in my kitchen. It made such a pretty sound as it hit the floor, then the toe exploded... I've never found the piece(s) that broke off; I think it must have exploded instead of just chipping.
Here it is all done I'm still sad but maybe it was good that I did it now I have a small one for my neck Attachment 95479

sorry to hear about the chip :( i cried a little inside. but glad you appeared to salvage it!
Be sure to mute that tip a little or you'll wind up with some nasty little cuts. Did you take the broken part off with a hack saw?

While this has not happened to me YET!, [I know it will soon enough] I have bought cheaply, blades like that and careful use of a Dremel or like tool can shorten and reshape the razor, it will destroy the visual balance of the blade to scales ratio, but could be used after a good honing as a great shaver.
