Paypal offers some protection too if the description is not accurate. Too bad to be disappointed like that.
We've all been there. In your case the blade was probably expensive enough to try and get a refund. I agree with the others, that the description 'blade is not broken' is a pretty strong argument for getting your money back.
On the other hand, there is pitting on the surface, so you could just regrind it, take the extra 1/8 off it, and still have an 8/8 or 15/16 razor, which is not a bad situation either. In this case that would be a decent outcome as well. So it depends on how miffed you are that the razor is not according to description, and also how much you paid for it.
Historically, ebay and paypal automatically side with the buyer unless the seller has a really strong argument, which is not the case here. If you go for the refund, you should win easily, so you can choose between getting a refund, or regrinding it and still have a very nice razor.
I can see the crack pretty plainly in the pic. BUT, the seller did say that the blade isn't broken. So, you both made a mistake. I'm fairly sure he'll refund you and accept the refund. Dependant on what you paid, is which way I would go. If you got it for a pittance, I'd keep it and regrind it. If you got it for more than a certain higher amount, I'd return it.

So the resolution... He refunded half my purchase price, so it will get re ground, cleaned up, rescaled and given a new lease on life. Shame it was cracked, but there is still a lot of good steel there. Cant bring myself to shelf it. Something about these big old blades, I got a real soft spot for them...
