Yes, you might have a small recourse with the post office if you sent it Priority. Ask the seller to send pics of the original box as well as the whole razor and damage to it. Then ask him to send it back along with the original packaging. If you sent it in a priority box, it should be smashed to cause that damage. The razor looks solid in the listing.
Something went wrong, IMO. The guy has bought from you before with no apparant problem, so give him the benefit of the doubt. You do not have to issue refund until you get the razor and the original packaging back. I suppose it will be a good thing if the blade was not damaged and as Oz noted, you can always rescale it!
