I don't think thats cell rot. Scales look like dyed horn. The dark spots on the blade looks more like "devil's spit" to me.

I am no expert by any means but I have to go with JSmith. It looks like someone left water on the blade that eventually rusted and turned to devil's spit.

That's not cell rot. Razors not in bad shape. Seen better seen much worse. They're not asking $1,000,000 either.

To my view the corrosion is lining up with the light spots in the faux tortise shell.

The line goes all the way through the middle but on the scales the spots are not so much in that line. I think it's the light parts that rot out first and so the other side should be toast. And it's a full wedge and in that view it doesn't look bad except, bye bye etch.

It's not faux tortoise shell, it dyed horn. The discoloration is in line with where the scales contact the blade which is consistent with water damage.

I say this with all respect to your observation, but it seems the extensive experience had regarding this matter by myself and other above are conclusive that cell rot is not the case.
Fwiw that stain, is either nominal devil spit or staining. I have seen methods of easily removing the discoloration saving the etch, I think it was by using some liquid rust remover and then polishing.
