Wow, that is one sad looking razor.
Nope. its dyed horn. so, not rot. it certainly has been stored in "less than ideal" conditions though! the rust is typical, where the blade touches the scales, and where people have touched it to open and close it as they look at the curious relic they discovered in that box under the bed...

Not sure what the plan was behind the creation, the intended use, or how you'd shave with whatever this is. If the bid wasn't starting at $49.00 I would rescue this poor razor.

Someone(s) here has said those were patch knives made from razors. I actually have a blade someone butchered with a powertool (it wasn't me!) that I want to make a knife out of eventually.
A worn out razor can still make a good knife!
