You don't have to wait a month to open a ticket on paypal. If you are concerned, open the ticket. And tell them exactly what's going on.
Opening the ticket just gives the seller a chance to respond basically.
If more time goes by and nothing, escalate the ticket and I think after 10 days or something the seller makes no response, they will refund your money.
If it were me (and I've done it before) I'd say open the ticket and give them a chance to reply. You can always drop the claim later if need be.
