Contact the seller and get some information, also find out how much time you have with paypal to file a claim ( I assume you did use paypal...right? ).
If you can, give the guy another 2 weeks unless he doesn't respond to your message which in that case I would begin filing a claim post haste.
thank u JMS. the saller said he post the item but due to cristmas season it could be delay. then i asked him for a tracking details etc. then he said usps do not offer tracking service for international post. yes i paid through paypal.
Sorry to hear mate. The guy is full of bollocks. UPS DO offer tracking numbers internationally as I and many of our forum mates have sent stuff around the world using this method. It sounds more like he used the cheapest option for postage which is without a tracking number.
Keep the pressure on him and talk to Paypal.

Be courteous until you know the facts. Though it's been a month already, It's possible that it snagged into customs or it got lost in the post, either temporary or permanently.
USPS DOESN'T offer tracking number.
international PS FORM 2976(CN22 SENDER'S DECLARATION) require to fill in and that paper does have LC NUMBER buy using that numbers you can say package has been delivered or not.
There is expensive option which include tracking number +insurance no one wants to send razor that way. even buyer doesn't want to get razor that way because they don't want to pay extra money on their customs .
if item has been shipped registered mail it could take at least 45 days.
Christmas time mail delivery slower then regular shipping at least 2-3 times.
i am waiting stone from overseas which seller shipped on Christmas time and haven't got it yet but same shipping from exact country in new year i have got the package already? why? i have no idea.

International mail should be given at least a month. Even to Japan, I've had packages take 3 weeks, so don't panic. FIngers crossed!
I've ordered stuff from the US that has taken over a month to arrive here in the UK. Public holidays can make a difference as well, as the post offices are shut over that time, which can also add a couple of days delay.
Keep in touch with the seller and check with Customs and Excise as well, and hopefully it will arrive soon!
IIRC you have 45 days to file a dispute with Paypal. This is in the USA and may be different internationally. Once you've filed a dispute you can immediately escalate it to a claim and then they will review it after the seller is given an opportunity to tell his side of the story.
If you never got the item they will refund your money as far as I know. I had one that I paid for coming from Turkey that never made it. I filed after it was over 5 weeks and they did refund my $. The seller appealed because he had a receipt showing that he had sent it but Paypal upheld the refund in my favor.
In my experience shipping international, delivery time is usually around 10-14 days. Sometimes less. Oftentimes a little more. I agree with some above that you should wait a little longer.

It is the cost for 3 ounces. The weight of a bubble wrapped razor, with packaging, is typically a tad bit under 3 ounces.

It always takes at least 2 weeks to get here from USA, and I live in Canada. I know waiting for something to arrive is terrible, but here's hoping it shows up soon.
I'm a little confused. I've seen it put both ways in the above posts-is it USPS, which is United States Postal Service, or UPS, which is United Parcel Service, I believe. Because there is a difference.
when you ship USPS you can add registered mail to first class mail int. or priority mail. Depending the value of the content it runs $11.50 (value content $0 - $100.00). These $11.50 are on top of the First class mail int. or priority fees.
That's the safest way with tracking and signature release. It also takes the longest to arrive.
Priority International which runs around $28.00 will also give you tracking. The Priority international flat fee rate which runs $13.45 does not offer tracking.There's even express mail which runs even more.
Basically I think he send it first class mail international and to Europe it usually takes 7-9 days. Don't know how long to India.
yes, I beleive there's a difference between tracking and delivery confirmation.
the flat rate boxes for $13 or so are the cheapest option with delivery confirmation and they have an indemnity coverage for up to $70 or so. Basically if it never gets scanned as delivered the USPS is supposed to give you back the money. I've never had an issue, so I'm not sure how well it works.
If he charged you under $10 for shipping and didn't cover the difference himself, he most likely used the first class international without adding the registration to it, so if it completely disappears the USPS will not be able to do anything about it. Hopefully it will arrive soon, but if you are worried that he has scammed you you should open a paypal dispute within the timeframe to do so.
The current ebay policy is that it is the responsibility of the seller to ensure the item arrives to the buyer. I have successfully requested that sellers use a cheaper shipping option with the understanding that I am fully accepting the risk (on a $15 item I'd rather pay $3 shipping and risk losing $18, than pay $20 for a shipping that ensures I'm gonna get my $15 item or be refunded).
