Box has a few marks but is in generally great condition.

I do not believe it is cell rot,
looks more like someone had a 220 grit axe stone.....
So yes not so good shape on the bevel, keep in mind many chips would lose more steel in the fixing.
Over all hone wear on the spine looks minimal,
at the right price I personally would not shy away if it was something I wanted in my collection although some TLC is in order.
Cel rot is more pervasive across the whole blade. Also, usually not found on black scales. This looks in not bad shape overall IMO, but that edge needs a new bevel. It looks like someone tried to shsrpen it on a concrete block. Not hard to do. If I could find it on eBay I would bid on it, but conservatively. (But I wouldnt bid against you) The spine wear seems light.
