What do you mean, "for real"? They've obviously put a real ad on eBay.
If you mean, is it priced beyond what the market would justify? Yes, I think it is. If it were an NOS Tamahagane folding straight, 1-2K would be somewhere in the right ballpark. But for a tamahagane Kamisori, the usual prices run 50,000-80,000 JPY, or US$600-1000.
The fact that this is a "New" razor is interesting. I know that Mizuochi-san does make some Tamahagane razors, but very very rarely, and only for direct orders. I find it odd that this one is on eBay.
Very cool razor. I have no idea if the price is justified, but for that much money I think I'd like to fly to Japan and meet the razor maker himself and purchase directly.

It's just an asking price, which reflects what it's worth to the seller. Similarly, a buying price is what it's worth to the buyer. Nothing else to it.
Of course not, but I would wager that's not his plan. His plan (which works gangbusters here on SRP) is most likely to attract attention, so people click on his ads, and then perhaps follow through to click on his other (less outrageously priced) products...and sell them.
