Looks kind of like cast aluminum. To be pedantic, he said that he took it to a pawn shop to confirm that it was silver. I guess this could mean that he took it there intending to get confirmation, but is not telling the result :p

yea, that's aluminum. Sterling always has a hallmark on it somewhere. Also, sterling doesn't tarnish like that.

I collect silver and gold, and that is not silver.
It looks like pewter. Its probably not even plated.
Even it was sterling, the German sterling standard is 80% whereas everyone else is 90-92.5%
+1 for aluminum or pewter. Possibly even pot metal.
It's aluminum handle. IMO.
Another fact is interesting for me: I've seen three or four similar razors/handles during the last month on eBay.

I've never went for the $ but in years past I've seen a number of sterling silver scaled W&B and Joseph Rodgers with hallmarks on the scales. Most had ornate figuring cast into the scales but some were smooth. The figured pieces were quite attractive to me. I imagine the balance would be heavy towards the scales when shaving.
First thing that came to mind when I saw the razor scales in the OP was 'lead'. I am probably mistaken though.
