Here is a good, functional bench strop that is inexpensive and will be less likely to cause your razor harm. Its about $25. I bought one when I got started a few years ago and its still in use. In fact, I don't own a hanging strop at all.

That gets you up and running for about $150. The remaining can be used for getting that new Revisor honed properly since it may not arrive ready to go. And it leaves you a few bucks for a nice tube of Proraso cream or an Arko shave stick.
And if you're in need of a brush, check out Frank Shaving. You really get bang for the buck with FS. I bought their biggest one that stands toe to toe with my Simpsons Persian Jar. But as you'll see, you don't have to spend that much. They have other options as well.

Can you get up and running for $200? Yes, you can. If you buy the Revisor, you will likely be able resell if either here or on eBay if you decide its not for you. The Whipped Dog option probably won't leave you that option and you'll soon want a nicer razor anyway. That decision is all up to you but know that nice stuff is available with your budget. Good luck.
