It has difficulties though
Here are the cheapest stones I know of that work for razors:
Waterstone Slip Stones 4 x 2 x 1/2 x 1/8 at Tools for Working Wood
You want a 4000 grit and an 8000 grit. These take about 4x as many strokes as the Norton to sharpen an edge but the do work well.

Send it back and get a barber hone. You won't be doing any major edge repair with that but it will maintain a razor with no trouble.
