You could try using some metal polish and 0000 steel wool on the patina and see how that goes first. If you use either metal polish or sand paper you'll likely need to hone it after. Have fun and watch your fingers while you work on the blade.

Any advice on where/if Williams Shave Stick is sold around Pretoria?
Not sure where you can pick up those, but if you find Tabac shaving soap you will not go wrong
From what I gather, Williams Shave Stick has been discontinued.
