What is so special about it as compared to other bone?
Not entirely true-
"Sea cow" is the common name for the Order Sirenia, which includes manatees and dugongs, which are still around, along with a recently extinct member (can't remember the specific name) along with a bunch of extinct relatives. The extinct members are known only from their fossils, so I am assuming this is fossilized bone from one of the extinct varieties?
Correct,the fossil bone comes from the arctic,the 22k lb animals are long extinct.

As it is NAIDOC week (indigenous week) here in oz there are likely to be a few dugongs made extinct however the bones will not be fosilised, I also anticipate a surfeit of turtle shell and roo leather.

Huh? What? Sea Cows (Manatees) are most assuredly not extinct but their bones would make neat scales and brushes.
I've seen them and swam with them at Crystal River on many occassions (really cool!)

I always just used it as a club to whack thugs with. I thought it was a horse leg bone or something, Somebody suggested they hadn't seen Kareem Abdul-Jabbar in a while, and maybe it was his!
